EXCLUSIVE - A RARE SEQUESTER MEETING AT THE WHITE HOUSE. A Congressional source tells ABC News Chief White House Correspondent Jonathan Karl that the top four Congressional leaders - Boehner, Reid, Pelosi and McConnell - will meet with President Obama at the White House on Friday to attempt to negotiate a way to avoid the across-the-board spending cuts that both sides have said should be avoided. This meeting - the very first one the President has had with Republican leaders to talk about the across-the-board cuts known as the sequester - will come after the cuts actually go into effect (midnight Thursday). White House Press Secretary Jay Carney would not confirm the meeting, but the source tells ABC News that the White House reached out to the Congressional leadership on Tuesday afternoon to request the meeting. http://abcn.ws/XCha6a

DAMAGE CONTROL: Most Americans think both Barack Obama and the Republicans in Congress are mishandling government spending, according to a new ABC News-Washington Post poll out this morning, but on the brink of across-the-board budget cuts, it's the GOP that receives disproportionately more flak, including from its own partisan and ideological base. ABC polling analyst Greg Holyk notes that while 52 percent of adults in the poll disapprove of Obama's handling of federal spending, that jumps to 67 percent disapproval for the GOP, a substantial 15-point gap in the president's favor. Majorities even of Republicans and conservatives rate the Republican Party negatively on its handling of the budget. Obama, by contrast, retains broad support in his partisan corner. And his approval among independents, though weak, is 13 percentage points better than the GOP's. http://abcn.ws/128PkDd

THE ROUNDTABLE

ABC's RICK KLEIN: Can we have a real fight now? Chuck Hagel is confirmed, as he was always going to be, and the sequester is going into effect, as it never was supposed to. On the surface, the new ABC News-Washington Post poll shows more danger for the GOP than for President Obama as the budget cuts play out in slow motion - the president has the public on his side on handling budget crises. But that only underscores the stakes for the president in getting the nation to care. In an era of fake fights, and exaggerations around impact of government actions, skepticism abounds.

ABC's CHRIS GOOD: The next fiscal-crisis date to remember is March 27. With no news of an imminent grand deal, budget sequestration is poised to take effect on Friday. We may find out whether the administration has faked its warnings of long TSA lines, a porous border, slower extreme-weather forecasts, prison violence, and terrorist plots going un-thwarted. The worst consequences might not be felt until early April, when government furloughs begin, but a convenient deadline awaits before then: On March 27, the current government-funding measure will expire. Congress and Obama will have to agree to extend current levels or modify them. It seems that would be a good time for sides to agree on something, even if it only includes enough deficit reduction to buy a few months. Bottom line: Sequestration could happen, then be nullified by an agreement in late March before the worst purported calamities befall us.

ABC'S SHUSHANNAH WALSHE: The group of 80 plus Republicans that have already signed the Supreme Court amicus brief in support of same sex marriage is an interesting and somewhat diverse group of Republicans, but according to at least one of the signers there are many more who are almost "there" on the issue, but the politics of the issue are hard to overcome. Margaret Hoover is a GOP strategist who worked in the George W. Bush White House alongside Ken Mehlman, who spearheaded the effort to get prominent Republicans to sign on to the brief. She has been working on the issue for years and says "if the Republican Party wants to be relevant in blue states, wants to be relevant on the coasts, wants to be relevant in urban areas, we have to be right on this issue." Hoover noted there are many more Republicans that are supportive of same sex marriage "in their hearts," but because they are in elected office they are "not sure about the politics."

ABC's LUIS MARTINEZ: This morning officially marked a changing of the guard at the Pentagon when Chuck Hagel arrived there for his first day on the job. But it seems that even the new Defense Secretary is not immune to some worldly hazards. Hagel's arrival was scheduled for 7:30 a.m., but he arrived 40 minutes late as he was caught in DC traffic. Marine Lt. Gen. Thomas Waldhauser walked up to the door of Hagel's SUV and greeted the incoming secretary with a salute. Waldhauser will serve as Hagel's military aide - the same job he did for Leon Panetta. Afterward, Hagel and his wife Lillibet walked up the stairs into the building and turned to say "good morning" to the reporters on hand for his arrival. He has already been sworn in and he'll offer opening remarks to Pentagon staff at a 10:30 a.m. ceremony in the Pentagon Auditorium.

"THE REAL REASON WHY CHRIS CHRISTIE WASN'T INVITED TO CPAC," by The National Journal's Elahe Izadi . "New Jersey Gov. Chris Christie was not invited to speak at the annual CPAC conference this year because he broke with conservatives on key issues over the past year, according to American Conservative Union Chairman Al Cardenas. Cardenas, whose group organizes the conference, wrote in an e-mail to National Journal that while CPAC was 'proud' to invite Christie last year based on his record of balancing the budget and taking on teachers unions, Christie's record over the past year is far less conservative. 'CPAC is like the all-star game for professional athletes; you get invited when you have had an outstanding year,' Cardenas said. REPUBLICANS SUPPORTING GAY MARRIAGE WRITE SUPREME COURT BRIEF. The issue of same sex marriage is dividing the Republican Party as a group of more than 80 prominent members of the GOP ranging from Dick Cheney's daughter to four former governors have signed an amicus brief before the Supreme Court advocating for the legalization of gay marriage, reports ABC's Shushannah Walshe. The document, known as an amicus or "friend of the court" brief, is being submitted in support of a lawsuit aiming to strike down Proposition 8, the California ballot initiative that passed in 2008 banning same sex marriage. The existence of the brief was first reported by the New York Times. Signers included former congresswoman Mary Bono Mack of California, former presidential candidate Jon Huntsman and Meg Whitman, who supported Prop 8 when she ran for governor of California in 2010. Representatives Ileana Ros-Lehtinen of Florida, Richard Hanna of New York and former GOP national chairman Ken Mehlman also signed. In addition, three former Massachusetts governors - William Weld, Jane Swift, and Paul Cellucci - along with former New Jersey governor Christine Todd Whitman are signers. OBAMA DENIES SEQUESTER 'SPIN' IN SHIPYARD SPEECH. President Obama yesterday took aim at skeptics of his dire warnings about the sequester, insisting the "meat-cleaver" approach to deficit reduction will harm the military, defense contractors, suppliers and their families the most if it hits in two days, reports ABC's Devin Dwyer. "I'm not interested in spin. I'm not interested in playing a blame game. At this point, all I'm interested in is just solving problems," Obama told a crowd of workers inside a submarine assembly facility at Newport News Shipbuilding in Virginia. LIBERAL SUPER PAC BACKTRACKS ON 'RACIST' TWEETS AGAINST EX-LABOR SEC. A liberal super PAC in Kentucky is backtracking on tweets that accuse former Labor Secretary Elaine Chao of using influence over her husband, Sen. Mitch McConnell, to benefit the Chinese economy at America's expense. ABC's Sarah Parnass and Z. Byron Wolf reported that Progress Kentucky has disseminated many tweets in the past month supposedly drawing links from McConnell, R-Ky., his wife and his father-in-law to Chinese business interests. WFPL News of Louisville first made note of the tweets, referencing one sent on Valentine's Day reading, "This woman has the ear of @McConnellPress - she's his #wife. May explain why your job moved to #China," and linking to an article that accused Chao of racist attitudes toward U.S. workers based on remarks she made in 2007. The article referenced in that accusation portrayed Chao's expressing concern about America's ability to compete with foreign workers. "American employees must be punctual, dress appropriately and have good personal hygiene," Chao is quoted as saying in that article. "They need anger management and conflict-resolution skills, and they have to be able to accept direction. COO Artie Minson Could Exit Aol, Patch Issues To Blame?

aol-coo-artie-minsonAol Chief Operating Officer Arthur “Artie” Minson could be departing the company soon, we’re hearing, possibly over how the company has been handling hyperlocal news site Patch. A spokesperson declined to comment for this story, Minson hasn’t returned my call, and our sources say that it’s not a done deal. Bloomberg was the first to report on the news. Minson was promoted to the COO job in June of last year as part of a larger reorganization, moving over from his three-year stint as CFO.?His official bio is basically a big list of positions that he’s held at either Aol or Time Warner (hey, remember Aol-Time Warner?) going back to 2004. In his current position, he’s been responsible for leading the company’s three business units ? the membership group, the brand group (which TechCrunch is a part of) and Aol Networks. One explanation we’ve heard for Minson’s departure is that Aol is trying to boost the numbers for Patch?by lumping in traffic and revenue from the Huffington Post’s local sites. Patch is still unprofitable and?missed its sales target in Aol’s most recent earnings report.?Minson was supposedly unwilling to go along with that plan, which is why he’s leaving. None of this has been officially confirmed. The departure of executives like Brad Garlinghouse from Aol?spurred a concerned investor letter back in 2011. The letter also mentioned the departure of Michael Arrington and Heather Harde from TechCrunch. Then exactly one year ago, it?announced a few more departures, including CTO Alex Gounares. Whatever happens with Minson, other exec changes are also happening. Aol is also looking to bring in a new CEO for the content brands division, according to a report from Kara Swisher?out today.

My corollary to Ted Butler's statement is:? outside of 2001 and October 2008, right now is currently the single best time to invest in the precious metals and mining stock sector over the course of this 12-yr - so far - bull market.? What makes now potentially more compelling than 2001 and 2008 is that the fundamental reasons for investing in this sector are stronger than at any time over the last 12 years.

Here's just one example:? back in 2001, the notion of a global currency debasement war was nothing more than the fantasy of gloom and doom conspiracy theorists.? Today, the world is in the middle of a currency war that intensifies with every official pronouncement that denies its existence (see the recent G-20 statement).

I wanted to follow up on my article last week that analyzed the Comex Commitment of Traders (COT) for gold futures. I had suggested the likelihood that the recent increase in the gold futures short position of the large hedge funds, and the concomitant large reduction in the net short position of the commercial traders (mainly the bullion banks), was a signal that this vicious price correction in gold/silver is nearly over.

The COT report released Friday (through Tuesday's cut-off day) was nothing short of stunning. I knew the hedge funds were piling onto the short side of gold and silver, and that's why the metals have been getting slaughtered recklessly like this. We probably won't see an immediate "V" type move here (although I wouldn't rule it out).? The large hedge funds have no choice but to defend their massive short position.? But as the physical market off-take intensifies - India and Asia have both been buying hand-over-fist over the last week (and that's physical off-take, not fraudulent paper contracts).? But, as the impending move higher builds momentum and pushes through key technical price points, the scramble by the hedge funds and small speculators to cover their unprecedented short position will ignite a move that will be explosive.

Egypt's main opposition coalition announces boycott of upcoming parliamentary elections.

CAIRO - Egypt's main opposition coalition announced on Tuesday it will boycott upcoming parliamentary elections, a decision likely to deepen the nation's political crisis and worsen an already troubled economy.

The announcement by the liberal and secular National Salvation Front was announced in a televised news conference just hours ahead of the start of a "national dialogue" called for by President Mohammed Morsi to find ways to ensure the "transparency" and "integrity" of the vote.

Leading front member Sameh Ashour, who also heads Egypt's lawyers' union, announced the decision and said the front was also boycotting Tuesday's dialogue.

"We tell Morsi" 'dialogue with yourself. Dialogue with your party'," he said. "The Egyptian people will not accept a dialogue that is imposed."

Called by Morsi last weekend, the elections will start in April and be staggered over a two-month period. Egypt's last legislature was elected in late 2011 and early 2012 but was dissolved by a court ruling in June, leaving the then-ruling military with legislative powers. Morsi took over the powers in August, then passed them in December to the Islamist-dominated upper chamber known as the Shura Council.

The opposition has been calling on Morsi to defuse the nation's political crisis before calling for elections to prevent the country from plunging deeper into chaos. It wants a "neutral" government to replace the one led by Islamist Hesham Kandil, and for steps to be taken to ensure the independence of the judiciary.

The opposition also objects to an election law that was adopted this month by the Shura Council, arguing that it favoured the Islamists, particularly Morsi's Muslim Brotherhood.

Qtel banks on Morocco ties in Maroc Telecom bid: CEO

BARCELONA (Reuters) - Qatar Telecom , seeking to complete its North Africa footprint and grow via mobile broadband, said the Gulf country's good rapport with Morocco could give it an edge over other firms bidding for partly state-owned Maroc Telecom .

Qtel Chief Executive Nasser Marafih told Reuters in an interview the kingdom of Morocco, which owns 30 percent of Maroc Telecom, would play a role in picking the winner.

"The political consideration is important, and that is something that still needs to be addressed in the discussions" which will start soon, Marafih said at the Mobile World Congress in Barcelona.

"I think Qatar has a good relationship with Morocco, and Qtel has played an important role in the development of the countries where we are present."

Qtel, which is changing its brand name to Ooredoo - "I want" in Arabic - in all its markets, is 68 percent owned by the state.

It has submitted an initial offer for the 53 percent stake in Maroc Telecom owned by France's Vivendi , which is also being chased by Etisalat , the United Arab Emirates' (UAE) biggest telecoms operator, and KT Corp, Korea's second-biggest telco.

Qtel is being advised by J.P. Morgan on its bid for the stake, which has a market value of about $6 billion. Final bids are expected in mid-March.

Qtel is a highly profitable telecom operator based in the oil-rich Gulf state which has expanded into 16 countries from Indonesia to Algeria in the past decade.

Vivendi, the French media, entertainment and telecoms conglomerate, is looking to sell several assets to cut debt and reduce exposure to the capital-intensive telecoms business.

The buyer for Vivendi's Maroc Telecom stake would also be expected to make a mandatory offer to minority shareholders, further boosting the takeover price.

Vivendi had initially targeted a price of at least 5.5 billion euros ($7.19 billion) but analysts believe that is too high given the unit's weakness and recent growth slowdown.

Marafih declined to comment on Vivendi's asking price or Maroc's market capitalization, saying only that Qtel was doing its own valuation based on its long-term view of the business.

Qtel will not be drawn into a bidding war with Etisalat and KT, he said. "We don't worry about competition in the process because has to make sense for us. We are not afraid to walk away."

Qtel's interest in Morocco comes after it spent about $3.9 billion raising its stakes in subsidiaries in Iraq and Kuwait over the past year.

Marafih said no similar moves were being planned for its Oman subsidiary or its Algerian business, of which it owns 80 percent, although it could one day carry out initial public offering there.

Marafih said the company's strategy was to strengthen its positions in its biggest markets, while focusing on reducing operating costs.

The group is also evaluating the sale of smaller assets, he said, including its Saudi Arabia push-to-talk operator Bravo.

He ruled out exiting Palestine or the Maldives "at this stage", saying they were small but good operations that could be built. ($1 = 0.7649 euros)

The leading event for experienced marketing and advertising professionals will take place March 25-28, 2013, at the New York Marriott Marquis.

BAGHDAD (AP) ? Iraq's prime minister warned Wednesday that a victory for Syria's rebels will spark sectarian wars in his own country and in Lebanon and will create a new haven for al-Qaida that would destabilize the region.

The comments by Prime Minister Nouri al-Maliki in an interview with The Associated Press marked one of his strongest warnings yet about the turmoil that toppling Syrian President Bashar Assad could create in the Middle East.

It comes as his government confronts growing tensions of its own between the Shiite majority and an increasingly restive Sunni minority nearly a decade after the U.S.-led invasion of Iraq.

Fighting in Syria has sharp sectarian overtones, with predominantly Sunni rebels battling a regime dominated by Alawites, an offshoot Shiite Islam.

Assad's main allies are Shiite Iran and the Shiite militant group Hezbollah in Lebanon.

Al-Maliki too is a Shiite and his sect dominates Iraq's government.

His comments reflect growing fears by many Shiites in Iraq and elsewhere that Sunnis would come to dominate Syria should Assad be pushed from power.

The toppling of Assad would deal a serious blow to the regional influence of Syria's patron Iran, which has built increasingly strong relations with Iraq's Shiite-dominated government.

Iraq has tried to maintain a neutral stance toward the civil war in Syria, saying that the aspirations of the Syrian people should be met through peaceful means.

Speaking from his office in a Saddam Hussein-era palace inside Baghdad's heavily guarded Green Zone, al-Maliki reiterated his stance that foreign military intervention is not a solution to ending the crisis in Syria.

He called on outside countries to "be more reasonable regarding Syria."

"If the world does not agree to support a peaceful solution through dialogue ... then I see no light at the end of the tunnel.

"Neither the opposition nor the regime can finish each other off," he said. "If the opposition is victorious, there will be a civil war in Lebanon, divisions in Jordan and a sectarian war in Iraq."

Al-Maliki, 62, has long been accused by many Sunnis of promoting his Shiite sect at their expense and for being too closely aligned with neighboring Iran.

His government has faced two months of unexpectedly resilient protests from the Sunni minority, whose members held many senior positions in Saddam's regime and lost their political prominence to the Shiites after he was ousted in the 2003 U.S.-led invasion.

The Sunni rallies, which have been largely peaceful, erupted in Iraq's western Sunni heartland of Anbar in late December following the arrest of bodyguards assigned to Finance Minister Rafia al-Issawi, one of the most senior Sunni politicians in government.

Although the detentions were the spark for the demonstrations, the rallies tap into deeper Sunni grievances, drawing on feelings of discrimination at the hands of al-Maliki's government.

Al-Maliki and his political allies initially dismissed the protesters. But as their rallies gained strength and spread throughout parts of Iraq where Sunnis are concentrated, the stern-faced premier began to offer concessions.

His government bowed to one of the protesters' early demands and released more than 2,000 detainees, including some held without charge. He also set up a committee to examine other grievances.

He vowed Tuesday to let the protests continue as long as they remain peaceful.

But he made a point of distinguishing between the protesters and the political leaders who back them.

He also suggested, as he has done in the past, that outside influences ? an apparent allusion to predominantly Sunni countries such as Turkey and the Gulf states ? are helping to fuel the unrest.

"What is going on in Iraq is connected to what is happening in the region. It is also connected to the results of the so-called the Arab Spring and some sectarian policies in the region," he said.

"Our patience will continue because we believe that there are people in these provinces that are patriotic and they reject sectarianism, believe in the unity of the country and denounce the voices uttering sectarian words."

(AP) ? Heat coach Erik Spoelstra summed up the efforts of LeBron James and Dwyane Wade in three words: "Video game numbers," he said.

Both put up monster stat lines.

And the Miami Heat needed them.

James scored 40 points and added a career-high 16 assists, Wade had 39 points, and the Heat pushed their winning streak to 12 games by outlasting the Sacramento Kings 141-129 in double overtime on Tuesday night.

"Some great stat lines tonight," James said. "But I'm happy I was able to do what I did and help our team win."

Great stat lines might be calling it an understatement. Consider:

? A season high in scoring for James, who capped off the best shooting month of his career.

? A season high in scoring for Wade, who tied a career best with 19 field goals.

? A 36-point night for the Kings' Marcus Thornton, the most by any non-starter in the NBA this season.

? The 141 points tied a Heat franchise record, set in 1991.

? Add James' assists to the mix, and he put up the NBA's first night of at least 40 points and 16 assists since April 1994. The man who did it then? None other than Phoenix guard Kevin Johnson, now, ironically enough, the mayor of Sacramento. And for February, James finished 139 for 217 from the floor, that 64.1 percent clip the best of his career for any month.

"It was a great atmosphere," said Thornton, who made 11 of 18 shots, including 8 of 12 from 3-point range. "To be able to take that team to two overtimes just shows the testament of us growing. A team like that ? championship team ? they play great together. Obviously I hate losing but it was a great effort by us."

Ray Allen added 21, Chris Bosh finished with 15 and Chris Andersen had 10 for the Heat, who remained six games clear of second-place Indiana in the Eastern Conference standings.

Miami's 12-game winning streak is the longest in the NBA and matches the second-longest in franchise history.

Tyreke Evans scored 26 points for Sacramento. DeMarcus Cousins finished with 24 points and 15 rebounds, John Salmons added 15 and Isaiah Thomas 14 for the Kings, who lost their sixth straight.

"They've got a couple of guys that can turn the notch up pretty quickly," Kings coach Keith Smart said. "LeBron and Dwyane played an incredible game. It took a Superman-type game from both of those guys."

Smart said before the game that sometimes "great teams get a little bored with the regular season and they need something to get them going."

The Heat didn't seem to be bored by the second overtime.

After a late non-call that James wanted, he simply seemed mad.

James scored inside to open the second extra session, yelling "and one" at referees as his way of insisting he was fouled as well. But after one sensational sequence, the game was pretty much sealed.

Thornton had a chance to give the Kings the lead after a Heat turnover, but his shot at the rim was blocked by Wade, who came down and set up James for a 3-pointer ? a five-point swing, in essence, and the Heat had a 131-127 lead. James scored again, then added two free throws and found Bosh for a dunk and 10-point lead with 1:29 remaining.

"It's tough but this is a loss I consider a good loss," Cousins said. "Our effort tonight was incredible. We come out and play like that every night, we can beat a lot of teams."

Sacramento fell to 1-17 against Miami since March 2004.

James was perfect in the second overtime: 3-for-3 from the field, 4-for-4 from the line. He had more points (11-5), rebounds (3-0), and assists (3-1) in the final five minutes than the Kings had combined.

"No matter what their record is, they made plays just like us. They gave everything they had and more," James said.

The Heat missed key free throws late in both regulation and the first overtime ? Wade missing a pair with 21 seconds left in the fourth, and James missed one of two with 29.3 seconds left in the opening extra session.

Those two free throws were the only ones Wade was awarded all night.

"I knew we came out a little flat and they came out so free," Wade said. "So I told myself to be a little aggressive and kept us afloat a little bit. And in the overtime, LeBron got going a little bit. We kept going to him and he delivered."

In the first OT, the Kings had a chance for the late lead and potentially the win, but Thomas had a layup blocked by Bosh, and Allen grabbed the rebound for the Heat with 5.7 seconds left.

Miami put the ball in Wade's hands, and he found James near the basket. James' shot missed, and he complained he was fouled by Salmons on the attempt. Referees disagreed with that, but after a lengthy review to determine possession, they awarded Miami the ball with 0.4 seconds remaining. It was much ado for nothing, as Bosh's shot sailed long and the teams went to double overtime.

The game was tied at 92 midway through the fourth before Wade ? with six points and an assist ? led a 13-4 run that looked like it would give Miami breathing room. Miami was up 105-96, and still led 112-104 when James scored with 1:40 remaining.

Sacramento roared back, scoring the final eight points of regulation. Thornton hit a pair of 3-pointers, the second coming with 23 seconds left to get the Kings within 112-110. And after Wade missed a pair of free throws, Cousins grabbed an offensive rebound and laid it back with 8.5 seconds remaining to knot the game at 112-all.

Out of a timeout, the Heat went to Wade, whose step-back 20-footer bounced off the rim as time expired, sending it to overtime.

They were just getting started. And when it was over, the Heat streak survived.

"We're coming together," James said. "We're doing it the right way. We're executing offensively. We're sharing the ball. And we're not getting rattled. We've been in some crazy games. We just stay the course and figure out a way to get the victory."

NOTES: Miami finished February with a 12-1 record, with the one loss to start the month. ... The Heat have allowed 68 third-quarter points in their last two games, both at home. They gave up 67 third-quarter points in their previous three games, all on the road. ... One day after celebrating his 24th birthday, Kings G Jimmer Fredette did not play. ... (AP) ? A rocket fired from the Gaza Strip struck Israel on Tuesday as tensions are mounting in the region weeks ahead of President Barack Obama's visit.

Police spokesman Micky Rosenfeld said remains of the rocket were found south of the city of Ashkelon, in southern Israel. The attack caused damage to a road but no injuries, he said. It was the first such projectile from the Palestinian territory to hit Israel since Israel-Gaza hostilities last November.

The rocket fire came one day after Israeli troops injured two Palestinian teenagers near a holy site close to Bethlehem, during one of the many demonstrations Palestinians in the West Bank have staged in recent days.

Initially, West Bank street protests broke out in support of Palestinians held in Israeli jails, particularly in support of four inmates on lengthy hunger strikes. Then, over the weekend, a Palestinian prisoner who was not on hunger strike died under disputed circumstances, prompting more demonstrations.

Israeli and Palestinian officials have traded barbs, each side saying the other is trying to exploit the latest unrest for political gains.

A statement from the Palestinian president's office said President Mahmoud Abbas instructed Palestinian security officials Monday night to preserve security and order in the West Bank, but placed the blame on Israel for "dragging the area into violence and chaos."

Adnan Damiri, the spokesman of the Palestinian security apparatus, said Palestinian officials were committed to prevent fighting, saying that his forces had recently detained members of the militant Hamas group who were planning "violent confrontations."

"The only one(s) seeking violence in West Bank is Netanyahu and Hamas, but we will not be dragged to that," said Damiri. "Our struggle will always be peaceful."

The clashes come weeks before Obama is scheduled to arrive in Israel and the West Bank, his first presidential visit to the region. U.S. State Department spokesman Patrick Ventrell said the U.S. has asked Israeli and Palestinian officials to exercise "maximum restraint" at this time of high tension in the West Bank.

"All parties should seriously consider the consequences of their actions, particularly at this very difficult moment," Ventrell said Monday.

An Israeli military official, speaking on condition of anonymity in line with military policy, said protestors gathered Monday and hurled "improvised hand grenades" towards a holy site in the Bethlehem area, endangering Israeli worshippers inside.

Soldiers responded by firing at the legs of a Palestinian throwing grenades, lightly wounding him. Later, soldiers fired rubber bullets at demonstrators, seriously injuring one Palestinian who was then rushed to an Israeli hospital, the official said.

Palestinian medical officials said two Palestinian youths, one 13 years old and one 16, were seriously wounded by live fire. Palestinian medic Abdelhaleem Jaarah said the 16-year-old, Odai Sarhan, was hit in the head and rushed to Hadassah hospital in Jerusalem.

Etti Dvir, spokeswoman for Hadassah hospital in Jerusalem, said doctors operated overnight on the boy and that he was in critical condition.

It wasn?(TM)t to Franklin, it was to Wilkins and Franklin and it did say "very beautiful photographs" which only meant Franklin?(TM)s. And Wilkins was the one who crossed it out. There are actually six drafts. Very interesting to see that.

And also to see how weak, false, even the first two or three were, before Wilkins got it to decimate it more compared to the draft they wrote about the first model, where they very very clearly acknowledged Franklin.

The results are a sign that people are beginning to feel better about spending money on their homes as the housing market slowly recovers. Analysts will be watching Lowe's larger rival Home Depot's earnings report on Tuesday to see if its results show a similar story.

Lowe's CEO Robert Niblock said the company is seeing a pickup in spending even in areas of the country hit hardest by the housing slump, like Florida, Arizona and California.

"Rising home values have given homeowners additional confidence in spending on their homes," Niblock said in an interview with The Associated Press.

Lowe's net income fell 11 percent from last year's quarter, which included an extra week of revenue. Its earnings forecast for the year was below expectations but its revenue projection beat the consensus.

Mooresville, N.C.-based Lowe's has revamped its pricing structure, offering what it says are permanent low prices on many items across the store instead of fleeting discounts. It has also focused on hiring more workers and improving its inventory. In January it said it planned to hire 45,000 seasonal workers ahead of its busy spring season and add 9,000 part time employees on a permanent basis.

In a call with analysts, Chief Customer Officer Greg Bridgeford said the pricing strategy helped spur strong sales of cabinets and countertops, tools and outdoor power equipment.

During the quarter, the number of transactions fell 6.9 percent, mainly due to the extra week in the quarter a year ago. But average ticket rose 2.1 percent to $62.37.

Lowe's net income totaled $288 million, or 26 cents per share, for the three months ended Feb. 1. That's down from $322 million, or 26 cents per share, a year ago. Analysts expected 23 cents per share, according to FactSet.

There were 11 percent fewer shares outstanding in the latest quarter than a year ago. That increases the value of each share. An extra week in the quarter last year had boosted year-ago earnings by 5 cents per share.

Revenue fell 5 percent to $11.05 billion from $11.63 billion. Analysts expected $10.85 billion. Revenue in stores open at least one year rose 1.9 percent. The measure is a key gauge of a retailer's fiscal health because it excludes stores that open or close during the year.

Morningstar analyst Peter Wahlstrom said the quarter was generally good and in line with his expectations, helped by better gross margins ? the amount of each dollar in revenue a company actually keeps ? and a lower share count.

Standard & Poor analyst Michael Souers kept his "Sell" recommendation on the stock.

"While we see a modest recovery in housing, we see rising interest rates as a threat to home refinancing, a key driver of remodeling," he said.

For the fiscal year, net income rose 7 percent to $1.96 billion, or $1.69 per share, from $1.84 billion, or $1.43 per share. Revenue edged up to $50.52 billion from $50.21 billion last year.

Lowe's, which operates 1,754 stores in the U.S., Canada and Mexico, expects fiscal 2013 net income of $2.05 per share. Analysts expect $2.10 per share.

The company expects revenue to rise 4 percent, implying revenue of $52.54 billion. Analysts expect $51.69 billion.

Shares fell $1.81, or 4.8 percent, to close at $35.86 Monday. They have traded in a 52-week range of $24.76 to $39.98.

Every year I attend an event for all the surveyors and surveying companies in the Central Florida area. All the companies get together to meet one another and see the latest products available for surveyors. I realize your first question is ?Why were you there?? Well, we handle the retirement plans for some of the surveying companies in Orlando, so we were supporting their event.

I was walking around among the booths marveling at all the gadgets. Most of the time I had no idea what I was looking at, but everyone around me tended to know (or at least seemed as if they knew) what they were talking about. One demo was showing some new equipment that allowed surveyors to drive by in a truck and get all the potential data about the site. This allowed the surveying crew to do the job faster and in a safer manner since they weren?t exposed to the traffic while standing on the side of the road. After about five minutes of watching this, one of the sales guys came up to me and asked, ?Do you do a lot of surveying?? I paused for a second and said, ?No, not at all.? I then told him what I did, that I do retirement planning. He responded with a comical statement, ?Well, if I sell enough of these I will give you a call.? We both laughed, and I went back to watching the demo.

I was thinking about that statement on the way home, ?If I sell enough of these I will give you a call.? Now, I realize this was a joke from this guy, but too many people feel that way about retirement planning. I?ve heard, ?When I can save $100 a month I?ll start saving. I can only afford to save $50 right now, and that won?t really make a big difference, right?? Actually, the little amounts add up. The smaller amounts with an earlier start have a bigger impact than most people can imagine. Let?s look at some math.

We have two people who want to have $1 million at age 65. If they both earn 9%, how much will each of them have to save each month if one is 25 and the other is 45? Go ahead, I?ll give you a minute ?

Well, of course the 45-year-old will have to save more because he doesn?t have as much time to benefit from growth, and he is approaching age 65 much sooner than the 25-year-old. You would think since the 45-year-old only has 20 years (instead of 40 years like the 25-year-old) he would have to save twice or maybe three times the amount of his younger counterpart. Would you believe that the 45-year-old would have to save seven times the amount of the 25-year-old to reach the same goal? It?s true. The 45-year-old actually has to save over 700% more per month than the 25-year-old to reach the million-dollar mark at age 65. The 25-year-old will have $1 million in this example at age 65 by putting away $213.61 per month. The 45-year-old will have to put away $1,497.26 per month to reach the same goal of $1 million. It?s pretty crazy when you think about it.

Obviously, we all have different goals and saving habits, but it is true: the earlier and sooner you start the better. It?s easy to be the guy who says, ?I?ll give you a call if I sell enough of these,? because human nature is to think things are going to get easier and better. What if the time never comes when you can save your ideal amount per month? Getting started now with any amount you can save could reap long-term benefits with greater rewards than you ever thought possible.

EU watchdog worries about how banks add up risks

LONDON (Reuters) - Regulatory action may be needed to end variations in the ways banks add up the risks on their books to determine how big their capital buffers should be, the European Banking Authority said.

As regulators put in place tougher capital requirements, known as Basel III, following the 2007-09 financial crisis, they want to be sure calculations used by banks to meet them are sound.

Faith in figures that banks publish is seen as core to restoring investor and public trust in the financial sector.

The EBA released interim results on Tuesday of its probe into risk-weighted assets on the main banking books of 89 banks, which it did not name, from 16 European Union countries.

It found material differences between banks, with half caused by different regulatory approaches and the structure of a bank's loan portfolio, and the other half because of the way banks calibrated in-house financial models for adding up risks.

Greater disclosure will not be enough to ease concerns raised by investors and market analysts on the reliability of banks' calculations, EBA chairman Andrea Enria said.

Taking the top 20 banks in its study, the EBA said the difference between the maximum and minimum values for risk was 46 percent.

Enria said that was "significant and calls for further investigations and possibly policy solutions".

The EBA said it will complete further studies by the end of this year, looking into areas such as banks' exposure to small and medium-sized enterprises and the home loans market.

BASEL BASHING

Some regulators and bankers have questioned how risk weighted assets are being added up, amid reports some lenders may be gaming the system so as to have to hold less capital.

The global Basel Committee on Banking Supervision published a study last month into how 16 top banks use its rules to add up risks on their trading books and found considerable variations, mainly due to the use of in-house models at banks.

The Committee is now studying risk weightings on banking books and its secretary general, Wayne Byres, said on Tuesday in a speech in Korea it was reasonable for investors to complain that current risk disclosures are opaque.

Remedies could include a combination of better disclosures, stricter supervision and forcing banks to show risk calculations based on their own and a standardized model.

Byres said this would come at a cost but the "costs of a lack of confidence in bank capital ratios are likely to be substantial, so cost should not be a reason to immediately dismiss any ideas out of hand".

Bank of England director of financial stability Andrew Haldane and others says Basel III, written by the Basel Committee, should be simplified to stop over-reliance on the use of banks' own in-house models for totting up risks.

Byres said Basel's review of risk weights "does not mean, as some have suggested, that we should stop what we are doing to implement Basel III and go back to the drawing board."

Britain's Financial Services Authority is going through risk-weighted asset calculations at domestic banks and will report to the central bank's risk watchdog next month.

Local Schools Fundraise for Leukemia & Lymphoma Society of New ...

LOCAL SCHOOLS COME TOGETHER TO RAISE MONEY FOR BLOOD CANCER PATIENTS.

Last year 981 schools raised $1.1 million in the School & Youth Programs, Pennies for Patients and Olive Garden?s Pasta for Pennies.

The Leukemia and Lymphoma Society?s School & Youth Programs help raise money to fight blood cancers while educating students on how they can help others. Students collect spare change over a three-week period.? Funds are collected in honor of a local student survivor and current patients.

Presently, there are two children in Monmouth County that students across the state are raising money in honor of. Mya Terry is a vibrant, 10-year-old girl from Oakhurst, NJ and Logan Parker is an adorable 6-year-old from Ocean Township, NJ. Both children are currently in treatment and are so appreciative of schools running the Pennies for Patients and Olive Garden?s Pasta for Pennies Programs.

LLS provides all the materials for participating schools, which include a coordinator guide with step-by-step instructions, collection canisters for classrooms, posters, an educational video, and a letter for each student (K-8) to take home to their parents or guardian..

Last year the top fundraising schools in Monmouth County were New Egypt Middle School in New Egypt ($7,162.20), Clifton Avenue Grade School in Lakewood ($4,811.75), Washington Street Elementary in Toms River ($4,122.28), and Marlboro Memorial Middle School in Marlboro ($3,835.43).

Blast at Sufi shrine in Pakistan kills 2

KARACHI, Pakistan (AP) ? A police official says a blast at a Sufi shrine in southern Pakistan has killed two people.

Sindh province police spokesman Imran Shakat said the blast Monday in the city of Shikarpur wounded 12 people, two of them critically.

It was the second attack on a Sufi figure or location in Sindh province in less than a week.

Last week, the grandson of a prominent Sufi cleric was killed when a roadside bomb targeted the cleric's convoy.

There was no immediate claim of responsibility.

Many Sunni Muslim extremists do not approve of the more mystical form of Islam that is practiced by Sufis in many parts of southeast Asia.

Oil falls as Italian election fuels market jitters

The price of oil fell below $93 a barrel on Tuesday, dragged down by the prospect that political uncertainty in Italy could rekindle Europe's debt crisis, weighing on the global economy.

By early afternoon in Europe, benchmark crude for April delivery was down 65 cents at $92.46 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell 2 cents to settle at $93.11 on Monday.

Markets were rattled by the possibility of political paralysis in Italy after near-complete results in crucial national elections showed no clear front-runner. The uncertainty bodes ill for the nation's efforts to pass the tough reforms it needs to overhaul its debt-laden economy. That could fire up Europe's long-simmering crisis of confidence in the euro common currency.

"It seems that Italy is repeating the same story as Greece, bringing renewed uncertainty about European political and economic conditions and further volatility and nervous trading across the markets," said a report from Sucden Financial Research in London.

Adding to the downbeat mood were weak manufacturing figures from China on Monday and looming spending cuts in the U.S. as political leaders in Washington remain at odds over how quickly to trim the budget deficit.

Investors will also be monitoring fresh information on U.S. stockpiles of crude and refined products.

Data for the week ending Feb. 22 are expected to show a build of 2.6 million barrels in crude oil stocks and a draw of 1.5 million barrels in gasoline stocks, according to a survey of analysts by Platts, the energy information arm of McGraw-Hill Cos.

The American Petroleum Institute will release its report on oil stocks later Tuesday, while the report from the Energy Department's Energy Information Administration ? the market benchmark ? will be out on Wednesday.

In London, Brent crude was down $1.03 at $113.41 on the ICE futures exchange.

In other energy futures trading on Nymex:

? Wholesale gasoline was down 4.71 cents at $3.2165 a gallon.

? Heating oil dropped 4.03 cents to $3.0578 a gallon.

? Natural gas rose 1.3 cents to $3.427 per 1,000 cubic feet.
