Vietnamese officials destroy 2 new church buildings

LOS ANGELES ?(CDN) ? Vietnamese officials in Muong Cha district, Dien Bien Province, destroyed two new church buildings of ethnic minority Hmong Christians this month and threatened to tear down a third.

The Ho He Church, erected in April by the unregistered Vietnam Good News Mission, was demolished on June 17. The Phan Ho Church of the registered Evangelical Church of Vietnam (North) was destroyed on June 13, 2012. The church threatened with demolition, The Cong Church, also belongs to the Vietnam Good News Mission.

These congregations of 500 to 600 people, which began as house churches, had long outgrown even the largest home, so the Hmong had sacrificed and worked to erect wooden worship buildings. As local police, paramilitary forces and other authorities descended on the church buildings by the dozens, the Christians could only watch with deep sadness and frustration as the houses of worship were reduced to rubble and government promises about freedom of religion were again broken, area sources said.

The Hmong Christian movement in Vietnam?s Northwest Mountainous Region has grown from nothing to some 400,000 believers in the last two decades. The Hmong Christians remain under heavy government suspicion and are regularly objects of harassment and sometimes outright persecution.

According to a trusted Compass source, these incidents, among other things, demonstrate the dysfunction of the government?s church registration regime. New regulations on church registration were promulgated in 2004 and 2005, ostensibly to expand religious freedom and move Vietnam from an ideological opposition to religion to a managerial approach.

Particularly promising was the Prime Minister?s Special Directive No. 1 Regarding Protestantism. It promised quick registration for local congregations to carry on religious activity while larger issues were being worked out.

Since this legislation appeared, nine Protestant denominations have received legal recognition. They report that the disclosure required in the registration process, however, has led to more government scrutiny and has not reduced long waiting times for routine permissions.

Yet more than half of Vietnam?s Protestants remain unregistered, with many seeing their prospects for becoming legally recognized as hopeless. Hundreds of congregations have tried to apply for registration under the Prime Minister?s Special Directive, only to have officials simply refuse to accept the applications. Others who apply to register are told they cannot because they are not legal, or that they can?t register because there are no Christians where they live.

If the registration request is received, sources said, it often goes unanswered for years, contrary to time limits for government reply in the legislation. Christian leaders who have long tried to register their congregations say that fewer than 5 percent have been granted permission to carry on religious activities.

As a result, sources said, large numbers of congregations remain subject to various kinds of harassment and sometimes arbitrary closure. Authorities tell denominational leaders they may not visit their churches, or even their pastors, because they are not legal.

The large Catholic Church in Vietnam regularly finds its congregations in tension with local authorities. On June, 18, for example, the archdiocese of Vinh published on a Catholic website a letter, directed to all levels of government, about the persecution of Christians in Chau Binh Commune in Nghe An Province.

When a priest arrived in the commune to bless a new home, many officials gathered to prevent the ceremony. They shouted abuse at the Catholics and hurled rotten eggs at an altar prepared for the house-blessing ceremony. The following night, thugs invaded the home of Tran Van Luong, a Catholic who had dared object to the officials? conduct, and beat him, his wife and three others, sources said.

The five required emergency medical aid, and Luong?s wife was still drifting in and out of consciousness at the time the letter was written.

The letter from the archdiocese specifies in detail how the officials? conduct violates the U.N. Universal Declaration of Human Rights and the constitution of Vietnam, as well as Vietnam?s new religion legislation and its criminal code. It concludes with an appeal for a prompt investigation to provide justice.

Rarely does the government of Vietnam respond to such petitions, sources said; instead, it often vilifies the petitioners.

An official news release on a high-level meeting about the effectiveness of the Prime Minister?s Special Directive No. 1, issued on Feb. 28 in Vietnamese, was likely more telling than intended; the official English-language report on the meeting used other language entirely. In the Vietnamese version, an official of the Government Committee on Religious Affairs said the directive had provided a ?breakthrough? in the government?s management of religion by ?limiting the unusually rapid development of the Protestant religion.?

Thus, the very instrument that was publicized locally and internationally as proof of Vietnam?s liberalizing religion policy apparently had contrary purposes.

At the same meeting, a deputy prime minister announced the appointment of General Pham Dung of the Ministry of Public Security as the new head of the Government ?Committee on Religious Affairs. According to Vietnamese Protestant leaders, this was not a heartening development.

Vietnam was ranked 19th on the 2012 World Watch List of the 50 countries where persecution is worst, as determined by Christian support organization Open Doors.

Highways-student loan deal poised for votes

(AP) ? Republican leaders pushed a sweeping highways-student loans package salvaging millions of construction jobs and maintaining low interest rates on millions of new college loans toward a House vote Friday even as conservative groups mounted a last-minute and likely futile campaign against it.

Favorable action by the Senate on what would be the only big jobs measure Congress has enacted this year was assured. Leaders said they hoped get it done Thursday night, but then ran into procedural hurdles that pushed back a vote until Friday. Lawmakers in both parties hoped to get an early start bragging about a rare accomplishment four months before the election.

The conservative Heritage Action for America and the anti-tax Club for Growth urged a "no" vote on the bill in emails Thursday to lawmakers, warning that it will be counted as a key vote on their legislative scorecards.

"This massive bill spends too much money, will continue taxpayer bailouts for highway spending and keeps subsidies that have contributed directly to skyrocketing tuition rates," Club for Growth spokesman Barney Keller said.

Despite the backlash from such core conservative groups, the bill's supporters expressed confidence. "We got a pretty good reception in conference this morning," Rep. Bill Shuster of Pennsylvania said after House Republicans met on the bill.

After three months of haggling, House and Senate negotiators reached agreement on the package Wednesday. It includes a two-year, $100 billion spending plan for highway and mass transit construction and repairs, $6 billion to prevent rates on new student loans after from doubling after Saturday, and a five-year renewal of federal flood insurance subsidies.

The bill gives states more flexibility over how they spend federal highway aid, consolidates transportation programs and shortens environmental delays to get highway projects built faster. It also expands a loan guarantee program aimed at increasing private investment in infrastructure projects.

Democrats and Republicans each gave way on issues important to their political constituencies, but both sides also scored victories. Republicans sacrificed proposals to force a go-ahead with the proposed Keystone XL oil pipeline in the Midwest and to prevent the Obama administration from regulating coal ash as a hazardous toxin. Democrats gave ground on environmental protections blamed for stalling some road projects and safety, biking and pedestrian programs.

House Republican leaders pitched the package to their members in a closed-door meeting Thursday morning that was interrupted by news of the Supreme Court's health care decision.

Rep. Bill Cassidy, R-La., said some conservatives have doubts about voting for the package after House negotiators dropped a House-passed provision requiring the government to approve the Canadian border-Gulf Coast Keystone pipeline. President Barack Obama has vowed to veto the bill if it included the pipeline measure.

But Cassidy said, "There's also concern among conservatives to have a decent infrastructure and some certainty for our (state transportation departments) back home and our contractors so they can build roads.... It is a mixed bag. I will just tell you that." He said he was still undecided on how he would vote.

Rep. Jim Jordan, R-Ohio, chairman of the influential House Republican Study Committee, will vote against the package, his office said.

Florida Republican Rep. Steve Southerland, one of the deal's negotiators, said he expects the package to win passage, explaining that no one has argued a short-term extension is in the nation's best interest and that contractors want and deserve certainty. "I think we will have the votes," he said.

Without the bill or a short-term extension, federal aid transportation aid to states would expire, as well as the government's ability to collect federal gasoline and diesel taxes ? 18.4 cents a gallon and 24.4 cents, respectively ? that fund most of those programs. Democrats estimate that would cost an existing 1.8 million transportation-related jobs, as well as forgo another estimated 1 million jobs the bill would create.

Lana Del Rey's 'National Anthem' Video Is About 'Loss Of Innocence'

Ever since Anthony Mandler wrapped production on Lana Del Rey's "National Anthem" video a month ago, he has spent just about every day trying to avoid talking about it ... mostly because he knew there'd be no shortage of folks doing just that when the clip premiered.

After all, the video — which premiered Wednesday (June 27) and features Del Rey in dual Jacqueline Kennedy/Marilyn Monroe roles and A$AP Rocky as John F. Kennedy — was seemingly destined to create conversation, if not controversy. But now that it's finally been unveiled, he's weighing in on the social and political contexts of the clip (from Portugal, via Skype) to MTV News.

"You see why I held back on talking about it; I didn't want to spoil anything. Anytime you're dealing with the American Camelot of the Kennedys, you're dealing with a packed powder keg," he said. "And really, what Lana was trying to do — this was her concept, she came to me with it, and I kind of dug it out with her — was really look and explore an archetype; just like Shakespeare wrote 'Romeo and Juliet,' and that became the archetype of the forbidden love story.

"And I think the Kennedy relationship, certainly the triangle of Marilyn Monroe and Jackie O and Jack Kennedy, became this kind of ideal of what seemed perfect from the outside was maybe rotting from the inside," he continued. "And Lana was really interested in exploring this loss of innocence, this idea that what you think you're experiencing is maybe not what it's always going to be. Because when you say 'Kennedy,' that immediately evokes something, just like when I say 'It's a Romeo and Juliet story.' So I think using that power, that pedigree of the story is a really fascinating place to show the loss of something, the breakdown of something."

Of course, building off that archetype, the "National Anthem" video takes the socially charged stance of re-imagining the main characters as an interracial couple. It was a decision that was bound to raise some eyebrows, which, according to Mandler, was precisely the point.

"We used the Kennedy framework to kind of implement this new Camelot, this racially diverse Camelot, this maybe socially diverse Camelot ... bringing it into the modern era, but still keeping that classic framework," he explained. "There's a kind of micro-commentary of 'This is the new royalty,' you know, A$AP and Lana, trying to pick two people to maybe represent the next generation of something. I think even with an African American president, it's still controversial to see him sitting and playing JFK, it's still taboo, even if it shouldn't be. You're kind of like 'Is this right or wrong? This feels very right, but also feels very wrong at the same time.' And I think in all of Lana's songs, and her image in general, and the person she is, it all fits in. It's kind of like there are two sides of a mirror, and you're not sure which side you're looking at."

And though he's aware the video may rankle some, Mandler wanted to make it clear that "National Anthem" isn't meant to disrespect the Kennedy legacy ... and to that end, he points to the climactic final scene, which re-enacts JFK's 1963 assassination, minus any of the grisly details. Because, to him, the video is less about reinterpreting history and as it is about examining loss, historical or otherwise.

"We didn't want it to be a mockery. How many artists and rappers and singers have you seen running around in badly fitted suits, acting like the president? And I think it may have worked with other people to mock, but that was not what we wanted; we want this to be very serious," he said. "The whole movie kind of hedges on the gunshot, it hedges on that close-up of the hand when the gunshot happens, and you don't see anything violent. What you're used to seeing with the Zapruder film, is this very kind of violent, destructive act; I didn't want to go anywhere near that.

"It was never about re-creating a death scene, it was always about the person sitting next to him," he continued. "It was always about seeing it through her eyes, seeing this kind of castle crumble in the moment, and that shot where she's coming up out of the car, and the pain in her eyes, that destruction, it's like the whole castle is crumbling around her. That's what we were going for."

The RI Department of Labor and Training has announced the 2012 maximum weekly benefit rates for Unemployment Insurance and Temporary Disability Insurance for claimants who begin their benefit year on or after July 1, 2012.

Unemployment Insurance: The maximum weekly benefit rate for Unemployment Insurance in Rhode Island will remain at $566 for claimants who are without dependents and who will begin their benefit year on or after July 1, 2012. A benefit year is the 52-week period that starts upon the filing of a new claim.

Due to Unemployment Insurance reforms taking effect July 1, 2012, the maximum weekly benefit rate will remain at $566 until such time as that figure reaches 57.5 percent of the state average weekly wage. In previous years, the maximum weekly benefit rate was calculated at 67 percent of the state average weekly wage. The new benefit rate is equal to 65.5 percent of the state average wage of $864.81. The department expects the rate to remain at $566 until fiscal year 2017 or 2018. Similarly, the maximum weekly benefit rate for UI claimants with five or more dependents will remain at $707 this year.

Director of the RI Department of Labor and Training Charles J. Fogarty says, "This is the first time in more than 40 years of the Unemployment Insurance program that a new maximum benefit rate has not exceeded the previous year's maximum." This change in calculation is anticipated to save the state Unemployment Insurance Trust Fund $2.2 million in the first year and $12.3 million every year when fully implemented.

Another change in Unemployment Insurance benefits to take effect July 1st is a reduction in the percentage of replaced wages from 60 percent of an individual's average weekly wage to 57 percent. This percentage will be reduced to 54 percent in July 2013 and 50 percent in July 2014, at which time Rhode Island's Unemployment Insurance benefit structure will fall in line with its neighboring states. This change in the percentage of replaced wages will save the trust fund $5.4 million in the first year and $24.9 million when fully implemented.

Other changes legislated to begin July 1st include allocating severance over time prior to paying out Unemployment Insurance benefits, calculating weekly benefit rates using the average of a claimant's two highest quarters of work rather than using the highest quarter only, and extending the number of weeks a claimant must have worked in order to receive the maximum weeks of benefits. Together, these three changes are expected to save the state more than $8 million each year.

Fogarty stresses that the new changes will only affect new claims begun in July 2012 or later. "Existing claims will not be affected by the changes in benefit rate calculation," Fogarty says.

The Unemployment Insurance program provides benefits to insured and eligible persons who are out of work through no fault of their own. Benefits are financed by employer contributions.

Temporary Disability Insurance: The 2012 maximum weekly benefit rate for Temporary Disability Insurance (TDI) is $736 for claimants who are without dependents and who begin their benefit year on or after July 1, 2012. The new maximum weekly benefit rate constitutes an increase of $17 over the previous year's maximum. The maximum weekly benefit rate for TDI claimants with five or more dependents is $993, an increase of $23.

The maximum weekly benefit rate for TDI is calculated at 85 percent of the average weekly wage of covered workers.

New legislation enacted this year (Public Laws 12-033 & 12-042) will eliminate the one-week waiting period before TDI claimants can receive benefits for all new claims with benefit years beginning on or after July 1, 2012.

The Temporary Disability Insurance program protects workers against wage loss resulting from a non-work-related illness or injury, and is funded exclusively by Rhode Island workers.

    NY AG: Madoff victim payouts within 3 years

    (AP) ? Investors in four funds that lost more than $1.2 billion in Wall Street swindler Bernard Madoff's Ponzi scheme will receive $405 million in payouts over the next three years, New York's attorney general said Monday.

    A settlement with hedge fund manager J. Ezra Merkin was approved Friday in state Supreme Court in Manhattan. It settled state civil charges filed in 2009 claiming breach of fiduciary duty by Merkin. He had collected management fees while steering assets to Madoff from Ariel Fund Ltd., Gabriel Capital L.P., Ascot Fund Ltd. and Ascot Partners L.P.

    "By holding Mr. Merkin accountable, this settlement will help bring justice for the people and institutions that lost millions of dollars," Attorney General Eric Schneiderman said.

    The attorney general's office said the investors are likely to get more money when Madoff's estate is settled, though a federal trustee in that case, Irving Picard, said he is now reviewing the New York agreement and issued a caution about third-party settlements.

    Many eligible investors will be entitled to get more than 40 percent of their cash losses, with higher proportions to those who didn't know about Madoff's involvement, according to the attorney general's office. The agency also said that investors will likely receive additional payments when Madoff's estate is able to distribute money recovered by Picard, the federal trustee, who was not involved in Schneiderman's settlement.

    "With this settlement, Ezra Merkin has made an enormous personal commitment to addressing his investors' losses from Madoff's unthinkable fraud," said his attorney, Andrew Levander. "Mr. Merkin is pleased to have achieved a resolution that is fair to his investors, many of whom are friends and institutions that he and his family have cared about deeply for generations."

    Amanda Remus, spokeswoman for Picard and his counsel, said Monday they will have no direct comment on the New York agreement until they have finished reviewing it. "However, to the extent any third-party settlement seeks to divert funds that are rightfully sought by (Picard) for equitable distribution to all (Madoff) customers with allowed claims, we will have to consider taking appropriate steps," she said, adding that the federal trustee's claims take precedence under the law.

    According to Picard, they have recovered or entered agreements to recover more than $9.1 billion, more than half of some $17.3 billion in principal estimated to have been lost in the Ponzi scheme, which will be distributed to Bernard L. Madoff Investment Securities customers with allowed claims, with $334 million paid out so far. "We are working to hold entities, such as feeder funds, major banks and other sophisticated investors that knew or 'should have known' a fraud was under way, accountable for their actions."

    Madoff, once the Nasdaq chairman, used his reputation and savvy to dupe sophisticated investors, regulators and Wall Street banks. Merkin invested more than $2 billion with Madoff, who used money from new investors to pay returns to previous clients.

    Madoff confessed in December 2008 that he was running a multi-decade Ponzi scheme and that more than $65 billion he claimed to have on hand for investors had dwindled to a fraction of an original investment of about $20 billion. He pleaded guilty to fraud and is serving a 150-year prison sentence in Butner, N.C.

    But there is little evidence to suggest that the key fighting units in the Syrian Army have begun to witness significant defections that could shift the struggle decisively in favor of the Free Syrian Army and other armed opposition units.

    A general, two colonels, and two majors, along with the 30 soldiers were part of a group of 200 Syrian soldiers who had split from the Army and dashed for the relative safety of the border with Turkey on Sunday night.

    Turkey has hosted the leaders of the Free Syrian Army, the rebel force mainly comprised of defectors, since it emerged a year ago. The latest defectors were taken to Apaydin refugee camp in Hatay Province, some 2.5 miles from the border with Syria. The general, whose has not been identified, is the 13th to defect from the Army since the uprising against the Assad regime began in March 2011.

    The Turkish authorities are hosting some 33,000 Syrian refugees, including FSA combatants, at several camps in the southeastern provinces of Hatay, Gaziantep, Sanliurfa, and Kilis.

    So far, the vast majority of the defectors are Sunnis, who form the bulk of the opposition against the Alawite-dominated Syrian regime. The Alawites, the sect the Assads belong to, are an obscure offshoot of Shiite Islam and represent about 12 percent of Syria's population (The Sunnis account for some 70 percent). Sunnis comprise around 60 percent of the Army but the Alawites dominate the officer corps and form the majority in the elite military units, such as the 4th Armored Division, which has been at the forefront of the regime's campaign to crush the rebellion.

    Alawite defections have been extremely rare. In March, Capt. Saleh Habib Saleh, an Alawite Army officer, announced his defection and formed a small unit affiliated with the FSA known as the "Free Alawites." But his defection has proven exception rather than the rule.

    As the confrontation between the Assad regime and the opposition has taken on an increasingly sectarian color, many Alawites, even those generally unsympathetic to the Syrian leadership, believe they have little choice but to stick together or face annihilation at the hands of a Sunni majority. However, if desertions begin to take hold among key Alawite-dominated army units, that could spell the beginning of the end of the Assad regime.

    UFC 147 results recap: Does Fabricio Werdum deserve to call out heavyweight champ Junior dos Santos?

    The last time Fabricio Werdum was inside the Octagon with Junior dos Santos, "Vai Cavalo" was on the business end of an upset knockout that eventually saw his exit from the Ultimate Fighting Championship (UFC) and dos Santos' ascent to UFC gold.

    Since then, Werdum has tussled with titans and clashed with champions. He signed with a pre-Zuffa Strikeforce and picked up two wins over Mike Kyle and Antonio Silva before he was booked opposite Fedor Emelianenko in a fight just about no one gave him a chance in.

    A little over a minute and a perfectly executed triangle choke later, Werdum had toppled a legend.

    His next fight was perhaps the oddest 15 minutes any mixed martial arts (MMA) fan will ever see. He took on Alistair Overeem and constantly dropped to his back while literally begging the Dutchman to engage him on the ground. "Ubereem" didn't take the bait and walked away with the decision and soon after, both men found themselves inside the Octagon as the UFC picked apart just about everything they wanted off Strikeforce.

    For Werdum, it's been a successful return to the promotion. He tore up Roy Nelson at UFC 143, earning "Fight of the Night" honors in his re-debut, and was booked for a fight in his home country at UFC 147 against Mike Russow.

    He stopped the American in the first round and proceeded to call out his fellow countryman, "Cigano," for a rematch.

    But with only two wins under his belt, should Werdum be calling out the champion?

    Star-divide

    After Friday's (June 22) UFC on FX 4 event, I lamented how two potential featherweight title challengers -- Hatsu Hioki and Ross Pearson -- were dropped from contention after losing their bouts. And when it comes to a division as anemic as heavyweight, something along those lines would be catastrophic.

    Sure, Werdum only has two wins during this run in the UFC but the promotion can't afford to lose such a viable contender.

    A rematch with dos Santos already has a built-in storyline and would do huge numbers especially in their country of Brazil. How insane would the fans in Rio de Janeiro go for an all-Brazilian heavyweight title bout?

    Of course, the champ already has a date set with the man he wrested the title away from in Cain Velasquez. But what would come next for the heavyweight strap? Why not Werdum? Not much else in terms of options exist.

    I know, there's the 256-pound elephant in the room.

    Overeem's future with the company is unclear after his testosterone debacle and I'm unsure if the UFC would put their faith in him to potentially become their main heavyweight representative. The last thing they need is Overeem winning the belt and then getting popped for something else that shouldn't be in his urine sample.

    In all reality, Werdum is a broken bone or torn ligament away from stepping into the UFC 152 main event. Should Velasquez have to bow out due to injury, the Brazilian should surely expect to be asked to step up. If the champion drops off the card, an interim bout between "Vai Cavalo" and Velasquez should definitely be booked.

    So, yes, Werdum was right in calling out dos Santos. The man knocked him out and is the current champion, two perfect reasons to want to step back inside the Octagon with him.

    And with the recent rash of injuries, he may get his wish sooner than he anticipated.

    Greece Police Capt. Steve Chatterton was compelled to warn against vigilante justice. One boy received more than a thousand death threats and commenters online were clear ? and sometimes venomous ? in their desire that the boys be severely punished.

    "A threat for a threat does not make the situation better," Chatterton said at a news conference Thursday afternoon.

    The verbal abuse was captured in a 10-minute cellphone video recorded Monday by a student of Athena Middle School and later posted to YouTube. The video shows Klein trying her best to ignore the stream of profanity, insults and outright threats. One student taunted: "You don't have a family because they all killed themselves because they don't want to be near you."

    Klein's oldest son killed himself 10 years ago.

    Eventually, she appears to break down in tears.

    The swell of support for Klein follows a recent surge in awareness of bullying that has brought the issue from the classroom to the stage and screen to the White House. Bullying expert Stephen Birchak, a professor of counseling at Albany's College of Saint Rose, said the enormous flow of money for Klein is no surprise given the shame we feel as a society over the incident.

    The stickier question is: How could the students be so cruel?

    Birchak noted that the kids are growing up in a world of harsh political debates and reality TV shows in which berating people is part of the entertainment. Meanwhile, taking videos of people in humiliating situations and sharing the images has become all too normal among many adolescents, "Kids are growing up saying, 'OK, this is how you treat your fellow human being and it's OK to do those things,'" he said.

    Police said Klein does not want the boys to face criminal charges, partly because of the storm of criticism leveled at them.

    Klein told NBC's "Today" show Thursday that it took "a lot of willpower" not to respond to the jeers from the four boys riding the bus operated by the Greece Central School District. Klein said she was "amazed" at the support she received.

    "I've got these nice letters, emails, Facebook messages," she said. "It's like, wow, there's a whole world out there that I didn't know. It's really awesome."

    Klein did not immediately return a call from The Associated Press seeking comment.

    The fundraiser flew past its goal of $5,000, initially designed to send the grandmother of eight on a "vacation of a lifetime." Some 20,875 people had donated by early Friday, many in denominations of $20 or less.

    "You want to jump into that bus and you want to grab those kids and say 'Knock it off!' And you want to hold her," said Amy Weber, a 43-year-old independent filmmaker from the Detroit area who pledged $100.

    "I think we hear about bullying every day and we become a little desensitized to it. This puts it in our face" said Weber, who is making a feature film about a bully.

    Slava Rubin, Indiegogo's chief executive officer and co-founder, called the outpouring "an incredible campaign."

    "We're seeing good Samaritans come together to support this brave woman, and we hope that this campaign contributes positively to the important national discussion about bullying," Rubin said in a prepared statement.

    The boys had not yet apologized to Klein as of Thursday afternoon, though police said they regretted their acts. The district will pursue disciplinary actions against all four students.

    Chinese ships seen anew at Scarborough

    MANILA, Philippines - Several Chinese ships have been seen again around Scarborough shoal, Defense Secretary Voltaire Gazmin said Saturday.

    Gazmin, in a text message to ANC, said the Chinese vessels were spotted by a Philippine Air Force plane that was deployed to conduct a reconnaissance mission over the disputed area.

    He did not say how many Chinese ships are now at Scarborough.

    President Benigno Aquino earlier said the government will redeploy ships to the shoal to counter the presence of foreign vessels.

    Philippine ships were forced to pull out from the area last weekend due to bad weather.

    "If there is a presence in our territorial waters, then we will redeploy. But if there is no other presence of other vessels that might impinge on our sovereignty, there is no need to deploy and they can go back to their normal routine of safeguarding-the Coast Guard for instance-our coastlines from? [the] wet season," Aquino told reporters.

    "And endpoint nito, is there a need for our vessels to be there? That will be determined by the overfly to determine if there are things that we should be guarding. If there are none, we can go. We don't have to go back," he added.

    Scientists gain understanding of self-cleaning gecko foot hair

    Imagine the money you'd save if you bought a roll of duct tape and could use it over and over again without having to toss it in the garbage after one use. Wall-climbing robots, bioadhesives or other sticky substances can benefit greatly from a recent discovery about the self-cleaning and reuse abilities of a gecko's foot hair by a University of Akron graduate student-researcher and his partners. Their work was published in the June 13 edition of Interface, the Journal of the Royal Society.

    The sticky yet clean attribute of this discovery is the gecko toe pad and its ability to repeatedly attach and detach to a surface.

    Researchers Shihao Hu, a UA mechanical engineering student, and biologist and recent UA graduate Stephanie Lopez-Chueng of Keiser University in Fort Lauderdale, Fla., and their team discovered that the clue to a dynamic self-cleaning mechanism in gecko setae, or microscopic foot hair, is achieved through the hyperextension of their toes.

    "The analysis reveals that geckos have tiny sticky hairs on their toes called setaes, and due to the attaching and detaching mechanism caused by the rolling and peeling motion of their toes as they walk, they release the dirt particles leaving their feet clean," Hu says. "The dynamic hyperextension effect of its natural toe peeling increases the speed of the cleaning to nearly twice as fast as previously perceived."

    Partners in the study included Hu; Lopez-Chueng; Dr. Peter Niewiarowski, interim director, UA Integrated Bioscience Ph.D. program; and Zhenhai Xia, University of North Texas, Materials Science and Engineering.

    The findings, published in the article, "Dynamic Self-Cleaning in Gecko Setae via Digital Hyperextension," show that a gecko-inspired adhesive can function under conditions where traditional adhesives do not, possibly inspiring new applications in space or water exploration tools or in common items like duct tape or other products that use sticky properties.

    "Through biomimicry, a gecko-inspired adhesive can function under conditions where traditional adhesives do not, such as in a vacuum, outer space or under water," Niewiarowski says. "More broadly, a gecko-inspired adhesive would be able to bind materials together very strongly yet also release very easily. Imagine a tape that binds things together securely like duct tape yet can also be removed and reused over and over again like a post-it note."

    Claire McCarthy, M.D.: Life Lessons from Tee Ball

    My son's tee ball season is drawing to a close. There is only one more game left, and I'm a little sad; it's been fun watching the kids play (fave moment: instead of running home when his teammate joined him at third base, Liam kindly moved over to make room for him).

    Looking back on the season, it got me thinking that besides offering exercise for the kids and entertainment for the parents, tee ball offers some really important life lessons.

    When trying new things, just do your best. Liam was pretty terrified at the beginning. I don't blame him; it's scary to be up at bat with everyone looking at you, or be playing first base (the only place anybody seems to throw the ball to in tee ball). All you can ever do in those moments is your best, we told him. Don't worry about being perfect. Hopefully he will remember that as he goes through life.

    2012-06-10-liamtball.jpgPay attention. If you don't, you'll miss the play and let your team down. Or get hit with the ball. Another excellent life lesson.

    Instead of fighting over the ball, remember that you are a team. It happened all the time at the beginning: The ball would get hit and the entire team would descend onto it in one big pile. "You're on the same team!" the coaches would say, to no avail. They got better, but it was interesting to me how hard it was for them to learn that they shouldn't literally be fighting their teammates for the ball. Then again, it's one of the tougher lessons to learn in life, too.

    Be a good sport. Cheer for your teammates. Don't get angry or upset if you have to use the tee (some kids insisted on more tries even after missing lots of pitches). Play the position your coach asks you to, even if you aren't happy about it (there were no outs in their games, so we didn't have to deal with that -- next year we will). Always be nice to the other team, no matter how they treat you. Again, tough but important lessons to learn.

    Small achievements matter. At the game yesterday, the coach gave medals to all the kids on the team. Liam was bursting with pride. "I'm pretty happy with myself, " he told me on the way home. "I got a medal." And just as I started to think: yeah, well, everyone did, I realized that Liam had accomplished quite a bit in this first season. He figured out how to hold a bat and even hit a pitched ball sometimes. He knew how to use a mitt, caught the ball way more than he used to and had developed reasonable aim when throwing it back. He knew how to run the bases, even if he sometimes forgot that he was supposed to touch each one as he did. He knew the basics of fielding a ball and where he should throw it. That is a lot for a 6-year-old.

    We tend to lose sight of this as we get older; we tend to think that something isn't an achievement unless it gives us recognition or money or otherwise makes us stand out from the crowd. But trying something new, reaching a goal, stretching ourselves even just a little -- these are achievements too. All of a sudden, I was really grateful to have a tee ball player.

    "I'm pretty happy with you, too," I said.
