As a result, unregulated health insurance basically doesn?t work, and never has.

That's pretty straight-forward. As to how to fix the problem, Krugman clearly sees the options:
There are at least two ways to address this reality ? which is, by the way, very much an issue involving interstate commerce, and hence a valid federal concern. it?s hard not to feel a sense of foreboding ? and to worry that the nation?s already badly damaged faith in the Supreme Court?s ability to stand above politics is about to take another severe hit.

Half of US cellular subscribers own smartphones

The smartphone juggernaut continues?in the U.S. According to a new Nielsen report,?49.7 percent of mobile subscribers owned smartphones as of February. That's up from 36 percent a year ago.

Two-thirds of those who got a new phone in the last three months chose a smartphone over a feature phone, the research firm says. ?

Android-based phones lead the U.S. smartphone market with a 48 percent share, while Apple's iPhone is at 32 percent, and BlackBerry is at 11.6 percent.

"Among recent acquirers who got their smartphone within the last three months, 48 percent of those surveyed in February said they chose an Android and 43 percent bought an iPhone," the research firm said. Only 5 percent opted for a BlackBerry.

Another report, from comScore earlier this month, said that Android is on nearly half the phones ?carried by the country's 101 million smartphone subscribers, while about another third use iPhones.

RIM, which makes BlackBerry, has continued to decline as a favorite among U.S. purchasers. In the summer of 2011, Nielsen pegged RIM's U.S. market share at about?20 percent.

In Nielsen's?"State of the Media: The Mobile Media" report, released in December and based on a survey of 25,000 mobile customers,?the research firm said smartphone ownership is predominant among those age 18 to 34.

Nearly two-thirds -- 64 percent -- of 25? to 34-year-olds and 53 percent of 18? to 24-year-olds own smartphones, "and they have led in smartphone penetration compared to other age groups since 2009."

Anirban Basu offers a measure of hope to a beleaguered construction industry in Western Colorado: ?We?re seeing some significant improvement.?

As chief economist for Associated Builders and Contractors, a national trade association, Basu monitors a construction sector he says has only just begun to recover three years after the official end to the recession. But job gains and economic growth should help accelerate that recovery.

Basu counts the Western Slope among those regions where construction contractors could enjoy an additional advantage related to energy development.

Basu discussed his outlook for the construction industry on the national and regional levels at a presentation hosted by the Western Colorado Chapter of ABC at the Fruita Recreation Center.

In a separate telephone interview with the Business Times, Basu recounted the effects of the recession on the construction industry, detailed the nascent recovery since then and outlined his expectations for the next two years.

The construction industry was hit harder than any other sector during the recession, losing 2 million jobs nationwide, Basu says.

?He blamed not only the magnitude, but also the progression and nature, of the recession. A bubble in residential and commercial construction burst, followed by a wave of defaults in subprime mortgages. A financial crisis ensued that severely limited access to the capital upon which construction depends.

?Construction was just devastated,? Basu says.

After several years of decline, the construction industry has stabilized and? finally started to recover, Basu says. The recovery has been modest so far, though, with an increase of only about 65,000 jobs? nationwide over the past year.

For February, the national unemployment rate for the construction industry dropped six-tenths, but still stands at 17.1 percent.

Conditions in the construction industry typically lag one to two years behind the general economy. Three years into the recovery, then, the sector should start realizing improvement, Basu says. Growing momentum in job and economic growth eventually will accelerate that improvement, he says. ?The data do not lie. The economy is on the move.?

As consumers spend more and businesses expand operations to keep pace with growing demand for products and services, increased commercial construction activity will follow, he says.

Credit standards have begun to loosen somewhat, making more financing available for construction projects, he adds.

Gradual progress is expected in 2012 as increases in privately funded construction offset declines in publically financed construction, Basu says. While large construction firms benefited most from infrastructure projects funded by federal stimulus dollars, smaller firms since have fared better in winning contractors for privately funded projects, he adds.

The ABC Construction Backlog Indicator (CBI), a measure of construction activity Basu devised, declined in the fourth quarter of 2011, but remains well ahead of the same span in 2010.

The CBI measures the amount of nonresidential construction work under contract to be completed in the near future. A backlog of more than 8 months is statistically connection with increases in construction spending, while a backlog of less than eight months is associated with decreased spending.

For the fourth quarter of 2011, the CBI shortened from 8.1 months to 7.8 months, but remains almost 11 percent longer than the fourth quarter of 2010. The CBI for the western portion of the United States that includes Colorado lengthened to 6.1 months.

Basu tempers his outlook for growth in the construction industry nationally with a warning about several factors that could hamper that growth, among them concerns about the Middle East and higher oil prices and growing national debt.

Federal government policies could either help or hinder the construction sector depending on what?s implemented, he adds.

Just as an improving national economy will bolster construction, improving state and regional economies will benefit Western Colorado contractors, Basu says.

Energy development also plays a role, he says. Some of the areas of the United States with the strongest economies and most pronounced growth in construction occur where energy activity has increased, including Louisiana, Oklahoma and North Dakota. ?That?s not accidental, that?s natural resources.?

The same situation could occur in Western Colorado if exploration and production increase, he says.

ScienceDaily (Mar. 28, 2012) ? A team of physicists at UC Santa Barbara has seen the light, and it comes in many different colors. By aiming high- and low-frequency laser beams at a semiconductor, the researchers caused electrons to be ripped from their cores, accelerated, and then smashed back into the cores they left behind. This recollision produced multiple frequencies of light simultaneously.

Their findings appear in the current issue of the science journal Nature.

"This is a very remarkable phenomenon. I have never seen anything like this before," said Mark Sherwin, whose research group made the groundbreaking discovery. Sherwin is a professor of physics at UCSB and a co-author of the paper. He is also director of the campus's Institute for Terahertz Science and Technology.

When the high-frequency optical laser beam hits the semiconductor material -- in this case, gallium arsenide nanostructures -- it creates an electron-hole pair called an exciton. The electron is negatively charged, and the hole is positively charged, and the two are bound together by their mutual attraction. "The high-frequency laser creates electrons and holes," Sherwin explained. "The very strong, low-frequency free electron laser beam rips the electron away from the hole and accelerates it. As the low-frequency field oscillates, it causes the electron to come careening back to the hole." The electron has excess energy because it has been accelerated, and when it slams back into the hole, the recombined electron-hole pair emits photons at new frequencies.

"It's fairly routine to mix the lasers and get one or two new frequencies, Sherwin continued. "But to see all these different new frequencies, up to 11 in our experiment, is the exciting phenomenon. Each frequency corresponds to a different color."

In terms of real-world applications, the electron-hole recollision phenomenon has the potential to significantly increase the speed of data transfer and communication processes. One possible application involves multiplexing -- the ability to send data down multiple channels -- and another is high-speed modulation.

"Think of your cable Internet," explained Ben Zaks, a UCSB doctoral student in physics and the paper's lead author. "The cable is a bundle of fiber optics, and you're sending a beam with a wavelength that's approximately 1.5 microns down the line. But within that beam there are a lot of frequencies separated by small gaps, like a fine-toothed comb. Information going one way moves on one frequency, and information going another way uses another frequency. You want to have a lot of frequencies available, but not too far from one another."

The electron-hole recollision phenomenon does just that -- it creates light at new frequencies, with optimal separation between them.

The researchers utilize a free electron laser -- a building-size machine in UCSB's Broida Hall -- to produce the electron-hole recollisions, which they note is not practical for real-world applications. Theoretically, however, a transistor could be used in place of the free electron laser to produce the strong terahertz fields. "The transistor would then modulate the near infrared beam," Zaks continued. "Our data indicates that we are modulating the near infrared laser at twice the terahertz frequency. This is where we could really see this working to increase the speed of optical modulation, which is how you get information down a cable line."

The electron-hole recollision phenomenon creates many new avenues for research and exploration, Sherwin noted. "It is an interesting time because there are a lot of people who can participate in doing this kind of research," he said. "We have a unique tool -- a free electron laser -- which gives us a big advantage for exploring the properties of fundamental materials. We just put it in front of our laser beams and measure the colors of light going out. Now that we've seen this phenomenon, we can start doing the hard work of putting the pieces together on a chip."

In discussing the research team's discovery, Sherwin cited Michael Polanyi, the Hungarian scientist and science philosopher. "He talked about growing points in science, and I'm hoping this is going to be one of those, where a lot of people can use it as a foundation for going off in a lot of different directions," he said. "I want to continue working on it, but I'd like to see a lot of other people join in."

Also contributing to the research is the paper's second author, R.B. Liu of The Chinese University in Hong Kong. "This is an excellent example of the value of communicating with scientists from all over the globe," said Sherwin. "If we had never met, this research would not have happened."

Student shot to death on Mississippi State campus

STARKVILLE, Miss. (AP) ? A student was shot to death at a Mississippi State University residence hall late Saturday night, prompting campus-wide alerts as authorities searched for suspects who fled the scene.

University spokeswoman Maridith Geuder said police received a call about the shooting at Evans Hall around 10 p.m. Saturday. The victim was taken to a hospital where he subsequently died.

Three male suspects fled the building in a blue Crown Victoria. As of early Sunday, no arrests had been made and the campus remained under emergency conditions.

Shortly after the shooting, the university began sending a series of text message alerts to students. Geuder said a team of university officials and police was meeting early Sunday. The team is automatically convened in emergencies under a school policy.

The four-story Evans Hall holds about 300 male students and is located on the north side of campus. The campus of about 20,000 students is located in a rural area in the northeastern part of the state, about 125 miles northeast of Jackson.

The school's website says the campus is located in a low-crime area, and that emergencies are rare.

Apple's devoted shareholders get rich, and hang on

NEW YORK (Reuters) - When Anton Marinovich turned 18, his grandmother gave him $1,000 with strict instructions to invest in the stock market. He chose Apple Inc.

Seventeen years later, his investment is worth more than $240,000 and will bring him over $1,000 a quarter through the company's new dividend plan.

"It's pretty bananas," Marinovich said. "I always hear about all these people here in Silicon Valley falling into huge luck, but I never thought it would happen to me," said Marinovich, who is the director of sales at Equilar, a Redwood City, California-based executive compensation consultant.

Watching Apple shares soar more than 77 percent over the past 12 months has been a wild ride for people like Marinovich, who are firmly planted in the cult of Apple. Between him and his fiancee they own two iPhones, two MacBooks, an iPad and 400 shares of Apple.

Many loyalists bought stock years ago when shares languished at double-digit prices. The held on to it out of a love for the company and its products. Now, they are being richly rewarded by a share price of around $600 and a rich dividend payout from Apple's cash pile of nearly $100 billion.

Nearly two dozen individual Apple shareholders interviewed by Reuters say they are not going on crazy spending sprees or vacations to Fiji, despite the huge windfall they could get by cashing out. Practically none of them said they plan to sell, a loyalty that gives some of their financial planners heartburn.

That's not to say they aren't treating themselves - or breathing a little easier.

Marinovich said the comfort of his Apple investment cushion means more freedom in his spending habits. He recently bought himself a $2,000 Omega watch and is shopping for a new Audi to replace his Volkswagen Jetta.

Retiree Pat Harshbarger, 79, has seen her $13,800 investment in Apple rise to $46,000. That paper wealth has made the former nurse comfortable enough to consider taking a few more trips to Maine to visit family and one to Las Vegas, where she and her husband want to try their hand at the slot machines, she said.

Seventy-one years old Stan Merkin, a retired Dell and IBM programmer whose portfolio has gained about $100,000 just by buying Apple since late last year, said he will buy another 50 shares if the stock hits $650.

"What I have made in Apple gives me comfort about how I can live in retirement," he said.

Many loyal Apple shareholders see the stock as a "safety net" for their futures, one they believe only goes up.

"I am a firm believer in the company," said Marinovich's 31-year-old brother Erik Marinovich, who also bought 50 shares of Apple with money from his grandmother. The investment is now worth $60,000 more than he paid. "I am going to stay in this until retirement."

EMOTIONAL ATTACHMENT

For Apple lovers in their 30s and 40s - those who bore the brunt of both the dot-com crash and financial meltdown - holding Apple feels a responsible move.

Nate Landau, 38, lived at the edge of the dot-com boom and bust. He has worked at eight different companies, mostly in the technology sector, since 1996. He still remembers the night his father brought home Apple's first computer, when he was 10 years old.

"I just remember using Mac Paint and really being blown away," said Landau, who once insisted a new employer provide him with a Mac even though the rest of the company had PCs.

"I see Apple as my rainy day fund," said Landau, who is now managing director of Internet publisher Food Republic. His investment of $15,000 in Apple stock 12 years ago is now worth $60,000 even though he sold 200 of his 300 shares.

Kristi Faulkner recalls a similar experience when she saw her first Mac Classic in a high school art classroom in Grand Prairie, Texas.

"It had this little, tiny four by six screen and it was the coolest art tool I had ever seen," said Faulkner, who with her two daughters currently own two Mac desktops, three MacBooks, two iPhones and countless iPods, iTouches and nanos.

Faulkner, now 44, is president of Womenkind, a marketing agency that targets women. She still feels a strong connection to Apple - one that extends to her stock.

"Apple made computers accessible to me as a girl and as an artist," she said. "If it dives tomorrow, I am not selling."

That kind of emotional attachment makes financial advisers more than a little nervous.

When Faulkner signed up with a financial adviser a year ago, all of her savings was invested in Apple and Internet search giant Google.

"She told me to sell it and I said, 'are you kidding'," Faulkner said. She did trim back from 250 to 155 shares in Apple, but still made more than $82,500 off Apple since 2005.

Financial advisers regularly warn Apple groupies to get out of owning so much Apple - before they regret it.

"My broker is constantly calling me to tell me to sell it," said Jeff Gonzalez, a 31-year-old advertising director whose portfolio has gained more than $16,500 from the 31 shares of Apple he bought in 2005. "Every week I call him up and say 'Look you are wrong, it's gone up again'."

"Nothing is going to make me sell," Gonzalez said.

Even Apple lovers who are in the financial business have a hard time staying objective.

Matt Reiner, a 25-year-old financial adviser whose investment in 40 shares of Apple has gained about $11,000, knows he should get out while the going is good.

"I know there is so much euphoria around Apple, but it's very hard to sell a stock which seemingly has its products in everyone's hands," he said.

Hot Topic gets Hunger Games lift but may not last

(Reuters) - Teen retailer Hot Topic Inc said it has sold out some of its merchandise for "The Hunger Games" even before the highly anticipated, post-apocalyptic film opens in theaters on Friday.

The movie, based on the book by author Suzanne Collins, is about children forced into a fight to the death and is touted to be one of the year's biggest hits.

Companies like eBay Inc and Toys R Us Inc are also selling related merchandise but Hot Topic, which makes most of its money from such licenses, has the broadest assortment including T-shirts, wallets, bags, jewelry, watches and even nail polish.

Shares of Hot Topic have risen over 50 percent so far this year, though retail experts warned investors not to bank on a sustainable boost from "The Hunger Games," pointing to the company's experience in licensing another teen blockbuster, the "Twilight" series.

California-based Hot Topic, known for its band and movie merchandise, got an unprecedented boost in 2009 from selling "Twilight" merchandise, making it one of the best performers in the teen retail segment. The stock more than doubled in the six months from November to April that year.

But - as with "The Hunger Games" - Hot Topic did not have exclusive licensing rights for the teen vampire dramas. The company lost its edge when others, including Wal-Mart Stores Inc and Target Corp started selling "Edward", "Bella" and "Jacob" T-shirts as well.

Hot Topic's shares are down more than 20 percent from the highs of 2009, and comparable sales have been laboring under the high expectations set by the gains from "Twilight".

"In the case of Twilight, it gave Hot Topic an injection ... They shot up and then shot down, like someone who got a sugar rush," said Marshal Cohen, chief industry analyst at market research firm NPD.

Exclusive licenses are extremely costly, and companies the size of Hot Topic usually cannot afford them. The retailer had sales of $697.9 million in the fiscal year ended in January.

"They have to find a way to de-emphasize that this (the Hunger Games license) is their only way to grow. If you do it right, you can then turn these customers loyal. Remember, this is the most fickle of all consumer bases so you have to keep doing something new," said Cohen.

Hot Topic said sales of merchandise related to the movie have been "brisk," with many items selling out.

"Bottom line, we're the destination for the Hunger Games merchandise," the company said in a statement.

On a conference call earlier this month, Chief Executive Lisa Harper said strong demand for "The Hunger Games" souvenirs was driving a mid-single digit percentage rise at Hot Topic's namesake chain of retail stores in the first five weeks of the current quarter.

But the company was being more cautious this time, she said, noting that Hot Topic had overbought movie-inspired merchandise for films like "Twilight" only to see a steep drop in demand after the initial weeks of their release.

With "The Hunger Games," Hot Topic plans to re-stock only after evaluating demand post the release on so that it can avoid getting stuck with merchandise that won't sell.

Hot Topic's stock price has roughly doubled from a year ago, when poor sales and a lack of hot licenses led to write-downs and the departure of the merchandising chief of its namesake division.

But the company has underperformed its peers, with sales falling each year since 2009 - a trend that worries some analysts.

"The company's been doing poorly," said Nikoleta Panteva, senior retail analyst at IBISWorld. "As to how big 'Hunger Games' will be, it is still up in the air. It does have more appeal for the male audience, but I don't think the merchandise will turn the company around at all."

Retail consultant Rahul Sharma of Neev Capital said, "They'll get a nice little boost from it and in the short term even the stock could reflect it, but once the product becomes more common, they'll have the same old story."

Shares of Hot Topic rose 0.7 percent to close at $10.21 on Nasdaq.

As part of its new "Made of Imagination" ad campaign, Sony asks kids to imagine how its new Xperia NXT smartphones work, and brings the results to life with acclaimed director Wes Anderson. The first ad, imagined by 8-year-old Jack Ryan, shows us how tiny robots, not chips and circuitry, power the recently-launched Sony Xperia S. They drive around in tiny cars, and can fly through the air to send movies, music and pictures to other devices. Makes more sense to us than any of this nonsense about electrons and radio waves.

Sony's latest series of commercials is a far cry from the creepy Xperia Play ads it produced last year, in which one hapless tourist lost his thumbs to a giant Bugdroid. The new ads form part of a global marketing campaign, which aims to establish the Sony brand in the world of smartphones following last year's Sony Ericsson buy-out.

We've seen plenty of robots inspired by nature, but this robot jellyfish developed by researchers from University of Texas at Dallas and Virginia Tech goes one big step beyond mimicking a jellyfish's movements. It's powered by hydrogen, which means that it could potentially stay underwater for prolonged periods of time and constantly refuel itself from the water around it. That, the researchers say, could make it ideal for underwater surveillance or search and rescue operations, but they still have a fair bit of work to do before that happens -- their next step is to increase its maneuverability.
